WinFF test version for utf8 and 16 char conversion

Here is a test version of winff 1.04 updated with a better character translation of multiple byte characters. It should work better with Cyrillic and other character sets.

unzip winff.exe and copy it to c:\program files\winff

This is for windows only as linux does not have this problem.
